ASSESSORS MEETING MINUTES

MARCH 17, 2005

 

7:00 P.M.  Called meeting to order.  Present:  Richard Gorden, Ellen Abelson and

                  Mark Mazur

 

1.  The Board reviewed and approved the minutes to their 3/10/05 meeting

2.  The Board was told about the meeting that was held with the Selectmen last Tuesday

     night.  The Selectmen voted to rescind their previous action on supplemental

     assessment of new construction.  They have now accepted the law so that starting

     in fiscal year 2006 we will implement the supplemental assessment of new

     construction.

3.  The Board reviewed the bids for our calendar 2004 building permit work.  The

     Board chose low bidder Dave Cabral for the project

4.  The Board reviewed the Administrative Assessors evaluation of the non-price

     portion of the bid for our data re-inspection project.  Vision Appraisal

     Technology, the sole bidder was rated advantageous overall.

5.  The Board decided not to open the price proposal portion of Vision Appraisal

     Technology’s bid for our data re-inspection project.

 

7:15 P.M.  Taxpayer hearings were held to discuss applications for abatement.  The first

.                 hearing was with Edward Ruvich and that was followed by a hearing with

                  Susan Correia

8:15 P.M.  Taxpayer hearings ended.

 

6.  The Board reviewed the status of our overlay accounts now that all but one of our

     commercial/industrial ATB cases have been resolved.  The Board revised its

     estimate of what they would be able to release from the overlay accounts in the

     Spring of 2005 to $500,000.  The Board then signed a letter to Town Administrator

     Ben Puritz with that revised estimate.

7.  The Board took the following actions on fiscal year 2005 exemption applications by

      the owners of the following properties:
